Munich low-emission zone: map and entry rules
Alternative names: Muenchen, Munchen
You need a green emissions sticker to drive in the Munich low-emission zone unless your vehicle is exempt. This also applies to foreign-registered vehicles. Older diesels face an additional entry ban.
Zone in force since 2008-10-01
Euro 4/IV and older diesels are banned from Munich’s zone, including the Mittlerer Ring, unless exempt. A green sticker alone is insufficient. The ban does not currently include Euro 5/V or newer diesels.
Before driving to Munich, check your accommodation address and the whole approach route. Since February 2023, the Mittlerer Ring itself has been inside the zone, so even a journey around the centre may be affected.
For a diesel vehicle, check the Euro standard in its documents. The number 4 on a green sticker identifies its German emissions group; it does not mean Euro 4. Euro 4, Euro 5 and Euro 6 diesels may carry the same green sticker while facing different entry rules in Munich.
Zone map and boundaries

Overview based on German Environment Agency (UBA) boundary data. Street-level exemptions are not shown; consult the official local guidance.
Munich’s low-emission zone covers everything inside the Mittlerer Ring (B2R). Since 1 February 2023, the ring road itself has also been part of the zone.
Areas covered
The zone includes the historic centre and the other districts within the ring road. Euro 4/IV and older diesels need a valid exemption as well as meeting any applicable sticker requirement.
Through routes and roads outside the zone
The Mittlerer Ring is not a bypass outside the zone. A designated corridor via Brudermühlbrücke and Brudermühltunnel, between Candidstraße/Grünwalder Straße and B11/Plinganserstraße, is exempt. Other access exemptions apply only to the specified route and purpose.
Which vehicles do the rules apply to?
We check your registration documents to see whether your vehicle qualifies for a green sticker. Your vehicle must also meet any local entry requirements.
| Vehicle | Sticker | Entry conditions |
|---|---|---|
| Passenger cars | Green sticker | Display a green sticker on the windscreen. |
| Vans | Green sticker | Display a green sticker on the windscreen. |
| Lorries | Green sticker | Display a green sticker on the windscreen. |

Local rules and exemptions
A green German emissions sticker (Umweltplakette) is required to enter the Munich low-emission zone unless your vehicle is exempt. The requirement also applies to vehicles registered outside Germany.
Attach the sticker clearly to the inside of the windscreen. It must show your vehicle’s current registration number. Vehicle documents and an order confirmation do not replace the physical sticker. The same valid green sticker is accepted in every German low-emission zone.
Exemptions
National exemptions include two- and three-wheeled motor vehicles, appropriately identified electric vehicles and qualifying historic vehicles. Age alone, or simply having a hybrid powertrain, does not establish an exemption.
Conditional exemptions from Munich’s additional diesel ban include residents officially registered at an address inside the zone and delivery traffic. Other provisions cover certain tradespeople, journeys involving people with disabilities, social and care services, and designated access routes to specific destinations. Meet the conditions of the relevant exemption and carry evidence where required.
A local diesel-ban exemption for residents or deliveries does not itself waive the green-sticker requirement. If you need an individual permit, obtain it from the Munich authority before travelling. An application alone does not allow entry.
When the rules apply
All year, 24 hours a day, including weekends and public holidays.
Penalties
The German penalty schedule sets a standard fine of €100 for a low-emission-zone offence. Administrative fees and expenses may be added. Other traffic offences are assessed separately.
Practical travel tips
Older diesel? Check more than the sticker
A Euro 4 diesel can qualify for a green sticker and still be banned from Munich’s zone. Check the local entry rules before ordering. Issuing a sticker does not grant an exemption from the diesel ban.
The Mittlerer Ring is inside the zone
If your vehicle does not qualify, plan a route outside the zone and check any diversions. Limited corridor exemptions do not allow unrestricted travel around the entire ring.
Use park and ride for the centre
Leave your car outside the zone and continue by U-Bahn. Fröttmaning on the U6 and Messestadt Ost on the U2 are listed below. Check the approach, current operation and parking conditions before travelling.
P+R Fröttmaning
The car park at Werner-Heisenberg-Allee 21 is north of central Munich, outside the zone, with a U6 connection to the centre. The height limit is 2 m. Allianz Arena events can make nearby roads busy. Check current opening and access restrictions before arriving.
P+R Messestadt Ost
This car park at Willy-Brandt-Allee 11 is in eastern Munich, outside the zone, with a U2 connection to the centre. The height limit is 2 m. P+R rates require an onward public-transport journey; the operator says a trip only between Messestadt Ost and Messestadt West does not qualify. Expect higher demand during trade fairs.
Frequently asked questions
Do foreign-registered vehicles need a sticker?
Yes. Vehicles registered outside Germany are covered by the same sticker requirement. Unless your vehicle qualifies for an exemption, attach a valid green sticker to the windscreen before entering the zone.
Where does the zone apply?
Munich’s low-emission zone covers everything inside the Mittlerer Ring (B2R). Since 1 February 2023, the ring road itself has also been part of the zone. The zone includes the historic centre and the other districts within the ring road. Euro 4/IV and older diesels need a valid exemption as well as meeting any applicable sticker requirement.
Can a Euro 4 diesel enter Munich with a green sticker?
Only if an applicable exemption allows it. Euro 4/IV and older diesels face an additional entry ban throughout the expanded zone. A green sticker does not override that ban.
Can I drive a Euro 5 diesel into Munich?
Yes, with a green sticker unless you have a statutory sticker exemption. The current diesel ban does not include Euro 5/V vehicles. The previously proposed extension to Euro 5 was not introduced.
Is the Mittlerer Ring inside the zone?
Yes. Since 1 February 2023, the ring road itself has been included. Check the official map and road signs for designated exempt corridors, including the one across Brudermühlbrücke.
Does a hotel booking qualify me as a resident?
No. The residents’ exemption requires an officially registered home address inside the zone. If your vehicle cannot enter, arrange parking outside and continue by public transport.
Do the rules apply at weekends and for a short visit?
Yes. The zone operates around the clock, all year, including nights, weekends and public holidays. A short stay or a direct trip to a hotel does not itself create a general exemption.
Do electric cars and hybrids need a green sticker?
Vehicles displaying electric-vehicle identification recognised under section 11 FZV have a statutory exemption. This may be a German E registration, a blue German E sticker or equivalent foreign identification. Electric or hybrid propulsion alone is insufficient without the required identification. For a diesel hybrid, also check the local diesel restrictions.
